That seal can cause the following problems:
1. Hard starting after sitting (allows fuel to drain back to tank and IP to fill with air)
2. Fuel leaking from IP driveshaft when running.
3. Sometimes causes engine to die at idle, difficulty getting it to rev.

Those are not your symptoms, are they?

michaelovitch explanation is more probable, that the max fuel screw has been screwed in. Sometimes this requires backing off the throttle lever one spline in compensation. It is a balancing act.
