That tool kit looks right for the injection pump timing.

As for the other tools, you can improvise a lot of them especially if you have some fabrication skills. The most specific tool is the one to lock the crankshaft in place while you loosen and then tighten to spec torque the large 27mm head bolt that secures the crank pulley and harmonic balancer. However, much more commonly available tools intended for similar Audi/VW 5 cylinder applications can be used with minor modification.

See these posts from member jetfiremuck about the tool set he modified for use. The Audi balancers have a single locking lug inside the crank pulley whereas the D24T has two lugs. So you simply have to cut a second slot into this tool, then it is ready for use. Of course requires a long and very strong 3/4" breaker bar to insert into the tool opening, and then a second very large torque wrench capable of up to 350 ft-lb to tighten the bolt when reinstalling. But that stuff exists.

This kit also provides you the locking plate for the back of the cam. So with this set plus the other timing set you linked, you'd have almost everything you need, really missing only the counterhold tool for the camshaft (Volvo tool #9995199, pretty readily available, or can be substituted with a generic "sprocket buster" counterhold type tool), and then also missing the 9995188 wrench extension for the crank bolt torque if using a small torque wrench that only goes up to 250 ft lb. But again you can get away without that as long as your torque wrench is heavy enough to achieve the 340 ft lb on its own.
