From what I understand, 1m3 cargo and 40km/h is maximum cargo/speed allowed for a vehicle to be clasified as an "A-Traktor", which alows for it to be driven under the age of 18 (minimum age for drivers licence in Sweden and most of Europe.) I think it's 14 or 15 years.
And I understand it's really cheap to tax/insure, unlike regular cars.
Therefore you see all of them with disproportionate small cargo spaces and two gearboxes in series, with the second being locked in first gear.
Some get converted to single gearbox and full cargo space when the owner turns 18, but lose A-Traktor status, some get passed on, and so forth. I always found the concept interesting.
